Need help with paneling in Manga Studio EX 4.0

Ok, so when I create panels with the panel cutter and try to rasterize, the panels disappear and I cant seem to get that solid black color when you do rasterize. That, and when I want to export my image, the same thing happens, my panels disappear....can someone tell me what im doing wrong?

First, from the panel layer, create a new layer and when asked, select a panel ruler layer.

Soo...when I make my panels, I create a new layer>panel ruler layer?? Cause Ive been told to change layer type and create a panel folder for each panel...
