What do you need to do to make a sketch come alive? Coloring it is just not that. How do you detail it? What are you taking as reference? What do you look at?

If the sketch is crap, no amount of detailing will make it any better 
After that, a consistent light source, clean line-art, slight contrast in the colour of the highlights and shadow, other stuff I can't think of at the moment
