-hey,i need a decent photoshop program to use,a free one.anyone know safe ones i can use? is gimp safe?

I would recommend the GIMP even with its weird Graphic User Interface (which can be changed to a normal one under Windows > Single-Window Mode) as it is perfectly powerful enough for most things. My only issue with it is that it cannot handle RAW files natively, which is kind of important for digital photographers, but not really for anyone else...
If you have a Windows computer you could try PaintTool Sai.
