Surface of computer feels "sticky" when plugged in
Yes basically that. I have a Macbook Pro and when I plug it into its power source the surface feels almost "sticky" or like it's vibrating when I run my hand across the surface. When I unplug it it stops.
Is it static electricity? It did this once before but that was a while ago. Both times while sitting on a bed.

It usually is electricity. Plug it in with the three-prong outlet and it should ground correctly.

I was sitting on my bed that has a bed heater on it, and it's turned on. when I got off my bed and touched it it was better.

I would be concerned about the bed heater then... or your grounded plug isn't hooked up correctly.
