Mine got snagged and the rubber sheath broke around a portion of it. Or can I just use electrical tape and it will be fine?

I mean, heat shrink tubing would be a much better option than electrical tape. But electrical tape will work.

I'd go with electical tape. I fixed my laptop cooling mat wire two years ago with tape and it still holds and work fine.
