GeoServer, although I'm not exactly impartial there.

You can serve up and manipulate geographic data in OGC standard protocols and formats.

You didn't specify that you wanted something you would find helpful, or give any sort of information about you would find helpful. So I have no idea. It is however a web application which is what you asked for.
