Similar to how sand fills an hourglass.
Or waves wash them away
In a manner not unlike

Okay, there's too much contrast in the city buildings, so the lighting is kind of harsh in the picture. Since the focus is on The Observer looking down onto the city, it was a good idea to place him on top of the white buildings, so the black of his cape stands out. The top part of him is kind of lost to the landscape below, but I'm assuming that was your intention.
What I don't understand are the black splotches next to him - what are they supposed to be? It gives the impression of a ruined photo, but I'm reluctant to say that it adds "character" or "impact" to the picture, rather it diminishes.
