Comission for Rough Concept Sketches 2 - Electronic Game

We are designing a electronic board game and need someone to do concept art sketches for a tablet game. There are a total of 12 characters and we would like multiple sketches for each character.
The characters are supernatural beings made of inorganic materials (rock, water, water, ice, fire).
The sketches would consist of two stages:

1 - We provide a document providing some description for each character. the artist will then generate a couple of rough sketches for each creature that give an overview of which way a detailed drawing of that character could go. The idea is to pay about US$2-3 per rough sketch.

2 - We give feedback on the sketches to the artist and point to the direction we would like the sketches to be converted into more detailed drawings. The artist will then generate a single detailed picture of that character. For each of the more detailed sketch we are expecting to pay about US$15.00.

We would like to have full ownership over any material produced, but the artist is free to use the material for its own portfolio and for other works.

We would also prefer the drawing in vector graphics in Adobe Illustrator format (.AI) and or Photoshop layers (.PSD).
