How much would it be for a dress like this? I'm looking for just an estimate right now.

I would like it to not be as long as it appears. For those familiar with this you know this dress is extremely long. I am about 5'3 and would only want the longest part of the dress slightly touching the ground. (seeing as how this dress has a uneven length skirt). There are only 2 colors used. Mainly white with pink for the 2nd layer on the sleeves and the longest layer on the skirt part (not shown in picture). So the longest layer would be pink under the main white dress part.
When I do decide to call upon someone to make this I'll provide a sketch along with more of my measurements.
I'm a relatively small sized person (or so I've been told, so I was really hoping to get some feedback on what people are charging for a commission such as this.
