I charge $10 normally for one character in full color, and any additional characters in the same picture as an additional $5. Since your budget is $10 I could create the female solo, in themed clothing, if that's at all an interest.

I would advise saving up or trying the Projects forum. I can't imagine many people will give you much of anything, in regards to colored pieces, for $10
I can give you a concept sketch headshot for $10AUD.
While it seems that is all you're able to afford, instead of copy/pasting the same message to everyone, you could take their advice and go to the project forums. You're looking to pay people less than $1.50 an hour. It would REALLY be better to either go to the project forum looking for someone willing to work for free + your 10$ bonus, or wait and save up. For 10$/colored pic, you're looking at about a stick figure.

$10 is pretty low for professional work, but there are a lot of artists there who would do the work for points at around that price range
