there is a free trial version but it will NOT skin everything... need the paid version to get the 'full' effect.

I think I know what your problem is....

--First click the link 'Download to Desktop' and save somewhere
--the file is a .rar, you will need Winrar to unzip it [link] (its free)
--then open windowblinds and install from disk... not sure but the .wba file should be inside the .rar one

Dont bother with windows blinds, unless ur going to buy it otherwise ull get a pop ever time up startup asking you to buy it.

Instead download and install the uxtheme patch heres a link: [link]

This will allow you to use any third party visual style in xp (as long as its the right format eg not winblind format but .msstyle)

You may also need to download WinAce as many people submit their themes in .rar archive files (comppressed)

It is also worth noting that if u have Windows Blinds installed then this will prevent new themes you download from appearing in the Display Proporties window.
