From back to start...

For landscapes and macro, a tripod is essential. The tripod lets you get the horizon lined up correctly before you take the picture and makes it steady for macro work where handshake is even more magnified than the image.

The tripod also slows you down so you think about the photograph before you take it. You might be able to get lucky with the occasional good random shot, but if you think about the photograph before pressing the shutter, luck will not be the deciding factor in if the image is good or not.

I would suggest going to a camera store and holding the various cameras in your hands. Realize that only a dSLR body will set you down the road to professional. Photography is not exactly a low budget hobby or profession.

For landscapes, you can make do with the kit lens, though you might want an ultra-wide zoom in the 10ish - 20ish range. For people you want a fast lens in the 50 to 85mm range. For macro, you want a macro lens.

I bought my camera and both lenses second hand! I dunno how old they are but they do a pretty good job and were at least nearly half of the price! Try Ebay or your camera store, if they have second hand things.
I got the camera with the first lense on Hood (something similar to Ebay) and the zoomlense at my camera store.
Try it as well.

Professional on a low budget would be quite difficult (depending on what you classify as low I guess :p)

A tripod is always a good idea as Shagie already stated and you will also probably need at least 2 lenses...

Wide - For landscapes

Mid-range (35-50mm) - For all purpose 'around town' shots or portraits

A good Telephoto (zoom) lens never hurts and you may need a designated Macro lens if you are into that as well =)
