Unfortunately, I don't own PS Elements, "only" the "normal" PS, so I'm not sure if Elements can handle Actions.
Supposing it does, put the Action into the ..\Presets\Photoshop Actions folder, then start Photoshop. Go to the Actions palette, click on the small arrow pointing to the right, and select the Action from the drop-down list.
The other way to load an action is to start PS, go to the Actions palette, click on the arrow then select Load Actions...
I just like the first version better, since I don't have to worry where did I put all my stuff.

All of these are valid for PS CS2, so perhaps it differs from Elements...

elements may not have actions.
i had elements at one time--now i don't remember.
if elements does use it, look under My Computer/Program Files/Adobe/Photoshop Elements/Presets/Actions
also, make sure you're not trying to use actions that are meant for higher versions of photoshop.
