How is this done?

I have read that 3d modelling programs are good to use to create cityscapes and all things city life,i want to digitaly paint this using adobe cs3 and 3ds max but i would have to learn 3d modelling first yes?, what would be better?, i really want to do a simple but effective futuristic cityscape i can publish and hang in my living room. I have an artistic brain but just can not find the right medium!!!

You could browse the Digital Art > Painting/Airbrushing category for cityscape drawings and ask the creators how they do it. Or look for some tutorials.

you could extrude shapes in your 3ds max based on rectangular arrays like the buildings on street grids and do a hidden line render and paint on it in PS

I know that one can use grayscale rectangles as heightfields in Bryce to apply a Texture that resembles a nighttime city scape

If it is generic cityscapes one wants to create in 3d then paint them in a graphics editor then there is...

one can also create Google earth to zoom in on an actual city with the 3d buildings option on and get a actual perspective screen grab

Thank you very much for the info and taking the time out to show me those links, i definitely will give them a try.I have tried art of illusion for a 3d modeler but its very mathematical, i am not very good at maths:), i have a tutorial i am going to do from a magazine called advanced photo shop premium collection, it gives you all the picture files and tutorials on a cd.Is Google sketch up very mathematical?i have not got 3ds max yet i am going to wait until and see what i can do without it but adobe cs3 i have got and i think it is an invaluable tool.

You can always try to simulate 3D effects using the right tools in photoshop. Its all in the colors and the shadows.

There are also free 3D softwares and renderers. They are great alternatives to 3ds max, and they're also a lot easier and less complicated. The most popular are Blender and Anim8or. Search these on google, you can download them on their websites for free. And because they're free, there are a lot of tutorials and techniques for these as well. I had my first 3D rendering experience with Anim8or, and I can say it's not too difficult. I just followed some tutorials I found on the net. Google Sketch is a bit TOO simple, it doesn't offer a lot of features.
