sigle pc multiplayer tbs games?

They exist for the NDS. Like Age of Empires or Age of Mythologies.
A single device with a turn based strategy game that can be shared among up to 4 players.
I'm wondering if there are any for the PC.
There are 2 siblings that can understand a stratagy game but only one laptop and most games coming out don't allow for one to share a game without internet and another computer.
So, any multiplayer TBS's that I can play with at least one other person on a single computer?
I'm trying to avoid Worms and all its clones (just so you know).

Packard Bell EasyNote LE
Windows v8.1
AMD E1-1200 1.4GHz APU
Radeon HD 7310 GPU (integrated)
4GB RAM

Additional details:
Despite its low power, I've managed to run all Mass Effect games on it and am now running TES: Oblivion.

The Civilization games might fit your needs. I know Civ4 can be played as multiplayer on one screen and your computer should handle it just fine. I don't know about Civ5 though, as I've yet to play it with anyone else.

I've never played it. I'm more of an RPG fan, so my collection of strategy games is pretty small.

The Banner Saga was a good game, especially if you're a fan of Fire Emblem.
