The problem is not enough people know and/or care about the series. Crytek has even held several petitions before and even a twitter feed asking if anybody wanted to see this series come back and the feedback was terrible. This is why Crytek doesn't want to bring the series back :/

This is the only chance we have of ever getting an HD release, let alone TS4. The only people to blame if TS never sees the light of day is us(the fans), because the Crytek big ups don't believe that people want timesplitters.
This is the very same petition, it has grown from 2000 to 67,000 in just a few short weeks since IGN and the head of Crytek brought this to light a few weeks ago.
The decision makers at Crytek don't want to release another Timesplitters game because they don't believe that there's a market for it, they don't believe that fans want TS back. This is the only way to make them reconsider. Even the voice actor of Cortez made a plea: [link]

Well, Crytek is now allowing an official non-profit standalone mod for Timesplitters to be made. They're even offering assets from the previous games for use, and it will also be the first time the games ever see a moment on the PC. I just hope the modders can do more than multiplayer, as I love Future Perfect's zany and challenging campaign.

The decision makers at Crytek don't believe fans want more timesplitters, so the devs of TS are pushing for this petition to use as leverage. If this HD doesn't come to pass we only have ourselves(the fans) to blame for not proving it to them
