Does anyone know this book?

A book I read years ago so it was made before 2004.. The title was something "Animal, Vegetable," the premise was these two sisters at a beach house, and this boy comes to stay with them, and by the end of the book, one of the sisters drifts off into the ocean on a floaty.. Can someone refresh me memory? Google ain't helping me, it's giving me cookbooks! D:
