How the heck do you upload / submit anything on this site?

I keep getting this stupid popup for the submission policy and no way of agreeing or not.

How do I get rid of this

Other than that, I do sketches for a hobby. I'm quite good though most of my work only takes me an hour to complete.

I do sketches for rough drafting characters in game design.
