I see a lot of low quality art on the front page, stuff that really belongs in scraps. Instead of having to go through tons of menus, it'd be interesting to see if adding a "Move to Scraps" button placed under the "Report Deviation" might be useful. I don't like reporting things, but, there you go.
dA doesn't moderate content based on quality because it's such a subjective factor. If you don't like what you're seeing on the front page (assuming your viewing Newest), there are lots of other ways to browse art that you do like.
Do try and remember that a lot of the time when you see a submission here that you think is dreadful and belongs in Scraps, it's someone else's attempt at creating art, someone else's learning curve.
Screenshots are not allowed. What looks to you like 15 minutes of work could be hours for a beginner. Applying a filter to a photo isn't a crime. And line art on line paper isn't either. Just because you don't think it's "quality" work doesn't mean anything.
Further, you complain that photos with simple filters should be in scraps, yet you have this sitting at the top of your gallery. If you really believe that, practice what you preach and move it to scraps like you believe.
Then you complain about work that looks like it was done in 15 minutes. This looks like it was done in 5.
What may be 'low-quality' to you may be one of their greatest works. Don't take that away from them. And no one is a Da Vinci at the first time you know.
