I searched a lot on the internet but all webcomic hosters have stupid strict rules and limits

Tumblr has a theme to work just like a webcomic.
me and my friend are using a wordpress setup called comic press for our host site

you have to mod the code yourself though so there's that.

Image comics no longer has Shadowline but you can pitch direct, Wowio used to accept but I have no clue thesedays.
Google seems to be a pretty good website.
