No. I can't use it in fact. I had one 10 years ago and my email I went through was lost, but my bank stayed the same, tried a new account, somehow got one, then go to use it again and can't, same reasons of such and such not matching up when the password was written down, try to contact help for it, given the runaround again. Fuck it. I'll use Amazon, gift cards, or have stores order what I want if I can't just use a a credit card or money order directly without having to use some crappy website just to be on Ebay.
very reliable, shitty TOS but don't let that deter you. every site has a shitty TOS (also protip, with TOS's there's [link] TOSR which narrows it down for you which services have shitty TOS's and then if you really want to get technical, just print out the TOS and read it later, after deciding it has a decent TOS of course through other means)
but I think in todays world it's a necessary evil.
They're annoying as hell nowadays when it comes to setting up an account because you have to send a shitload of information that really shouldn't be necessary to send. Other than that though, I must say, I really enjoy having it.

I have spoke to some people who have had issues with paypal, but the majority of people never have. Personally I've never had any issues and I use it fairly regularly. And I'm pretty sure you can use your credit card to pay someone with paypal.
I use prepaid visa cards/visa gift cards to pay through paypal Works like a charm and you can use the remaining money anywhere online or in stores! Of course, I'm in Canada...not sure about the States on this one.
