is it...

Because you like their art?
Because they chose to watch you?
For RPGs?
You know/met them in real life?
Some other reason?

If people are nice to me, fave my work, watch me, but they upload new deviations too frequently, than I won't watch their deviations. But I usually watch people for their art, yeah.

Sometimes I watch people because I like them as people. Sometimes I watch them because I keep bumping into them in the forums. Every once in a while I also watch them because I can't be bothered to keep checking back on their artwork.
