So far, I'm leaning towards a 12 yr old male dragon blacksmith's apprentice from medieval central Europe, who wants nothing more than to help his dad (blacksmith), but is quite ashamedly, afraid of fire.

I've got natural conflict, interesting design ideas, indications of wardrobe, and setting.

Way to go! I've got enough to start! But if anyone else still thinks there's something that could add to this, I'll still be listening!
