Why do democrats pander to the bum class and the badly educated?

I was thinking the other day about how the 47 percent who pay no taxes, the welfare crowd, the poor educated immigrants and inner city folk all seem to be targeted by the Democrats. On the other hand, hard working people who pay taxes and show a little initiative typically run from the democrat party. How do you explain this situation? ONe almost thinks its easier to sell bull to the ignorant and the bums??
