i like the map searching thing craigslist has. it's pretty cool.
Winter is usually a bad time to move. Even though they say it's good but, that's when the rent is at it's cheapest. Your best bet is to try again in the early spring months.

How far are you from the Twin Cities? My sister lived in Lacrosse and ended up moving to Minneapolis because she couldn't find an apartment either. She was originally sharing a house with a bunch of people but wanted her own place.
Rent would be too high in any big city. :\ And anyway, pretty far.
