Can't upload pictures as a layer

The new deviantart update will not let me upload pictures to use as a layer. I pick the picture I want from my photos, but when i upload it, it shows the loading circle all the time. Help please

Okay, this is what you do:

Go outside, and scream the phrase 'I LIKE TO FART NICELY' at the first person to walk by your house. This person will give you a sultry wink, which means that you ought to go meet them later at the nearest MacDonalds. When you get there, order TWO BIG MACS AND NOTHING ELSE. This is important, as you'll immediately have to fend off a large group of horny midgets.
When you've done that, sit down at a table near a window. After about 3 minutes of this, a bearded man will greet you as rudely as possible. If you time it right, you should say 'Well, fuck your mother in the butt!', because this is the secret code to win two tickets to Hollywood, USA. Once the man has vomited these into your lap, you should get out of that MacDonalds, as it will launch up into the sky in approximately 50 seconds.
When safe and sound, you should head for the nearest airport. When you present the tickets, the attendant will walk away from you. Follow her, until you find yourself in an ancient catacomb, filled to the brim with old Apple Machintoshs. Go on the one at the end of the catacomb, and type 'dEVIANTaRT IS CooL' exactly like that.

That is how you upload pictures as a layer.

I assume the thought was "oh its called complaints so its probably to help people" ya know because reading the description of the forum that says its not for helping people is apparently too much work
