(Free) Font Creating Programs?

I would like to start making my own fonts, not professionally by any means, just some sort of program that will enable me to turn a drawing of my font's alphabet into an actual file that my computer will recognize. I've done some research on this already, but have been running into the problem that most of these programs are too expensive to be reasonable for me.

Anyone got any suggestions for me? I do have Photoshop CS6 and a Windows PC, if anyone needs to know. I'd like for the program to be free, or relatively cheap, and simple to use. More of a 'hobby' than a professional program, but it should be easy to use is what I'm looking for.
