Reliable Commission Artists? Blacklists? Help!!

Does anyone know of a group that lists artists that are reliable in terms of commissions, trades, etc? Or maybe a blacklist of artists that have scammed/failed to ever do what they said they would?
I saw a group some time a go that would do something like this. I know something similar to what I described exists, I just need to know the name of it.

There used to be a group called "Artists-Beware" but they've kinda fallen off.
There is also the livejournal that has the same name that lists clients and artists that have given issues to various parties. It also allows the opportunity for the accused to explain their side, so the whole story kinda gets put on display: [link]

Those are the only resources I've heard of. But, if all else fails, ask previous people that have commissioned a given artist to see their reputation in dealing with costumers :)

I did a little searching but I didn't come up with any actual lists.

However, here are some tips for identifying good artists who reply to your job ad:
Artist is polite and professional.
Artist seems to understand the project.
Artist displays appropriate skills for the project.
Artist provides samples of related work.
Artist has a web site or online portfolio.
Artist has checked their reply for spelling, grammar and punctuation errors.
Artist clearly defines a timeline for completion of work including milestones if any.
Artist includes payment requirements.
Artist includes contact information.
Artist has a long-standing account and has successfully completed previous jobs on this Site.
Artist seems well established.
Artist meets deadlines and maintains communication.

Most people are reliable on this site, people who have scammed have been blocked or reported, for the most part :o

You should just relax.
It's easy to spot scam artists, they usually have no watchers and are art thieves.
It's easy to spot art thieves, generally.
I mean, what self respecting person who can draw would scam?

Thats not what I'm talking about. I do know how to spot scam artists and thieves.
I'm talking about artists that have consistently failed to do what they were asked, never on time or take months to a year to put out anything with even a small to do list, artists with bad practices, the type that get bad reviews. I know that there have been a few like that, that were moderately popular...

Hmm.
Well personally I do have a pending commission. It's been there for a few months and honestly, it's nearly finished.
I don't think you can judge a commission artist by the time. I mean, if you want it asap, you should note the artist, and they'll do their best. ;I
If not, just let them take their time.
