If I were to charge minimum wage ($8.00 USD/hour) for art that usually takes 3-5 hours to do (which means $24.00-$40.00) does that sound fair? (If not please say so)

It's reasonable...maybe a bit too low. I like to set an hourly rate, but you also have to keep materials or shipping costs in mind. I also look at where the show or gallery is located and what other artists are making there.
It is very reasonable, it's just a matter of whether or not people will hire you for your skillset. Don't drop your prices below min. wage just to get work, rather focus on improving so that people are willing to buy. You've got a great start on your work and I'm sure you're liable to find some customers, but the better you are, the easier that becomes. (It also has the side benefit of you being able to charge more eventually.)
I think it's reasonable. If I do paid commissions (which I hope to be doing), so both as a customer and the other way round, it seems fair. Some could charge based on hour or the total work and more or less that amount. It looks fine, though you may need to work more on your work so there's a considerable flow of commissioners.
