Alternatively, you could try duplicating the layer, then adjust the hue/sat, then lower the opacity of the adjusted layer.

There's an icon below the layers for that under the adjustment layers menu. Try using an adjustment layer as it doesn't add to the bulk of the file and can easily be edited later on.

You mean other than going to Image->Adjustments-> scroll to Hue/Saturation?

You can also fiddle with Colour Balance under that menu, or choose to Desaturate.

I know how to go to it, its just whenever I try to make the image kinda 'bluer' it makes the characters literly blue(unless I messing with the wrong thing X.X

Did you try Image->Adjustments->Colour Balance? Try pumping up Cyan and Blue

CS5 will have that. But try both if you want.
