How to turn a video into a gif into a stamp - You guys are my only hope!

So, I have this twelve second video I want to change into a gif to make into a stamp like the ones you find on deviantART. Only problem is, I have no idea how to do that. There are no tutorials on dA, and some articles I found on Google use programs that require money to purchase, which I don't have _{because I am too poor}.

But what I do have is:
The video saved on my computer (type is MPEG-4 Movie (.mp4))
Photoshop CS2
GIMP
Lots of time.

Any help is greatly appreciated! _{Mean and/or rude comments are not.}

I don't know if this work, but try rename the extention as .gif instead of .mpg4

That won't work, but it's ok, I made the stamp.

I don't know shit about converting videos to .gifs, but if I had to, I would take screenshots of that video every 0.5 seconds (or 0.1, if you want smooth animations), then paste them onto Photoshop. You should be able to make a gif from there.

But the tool the below poster linked works too.
